The program aims to bringing together young professionals from different professions such as media, sports, technical sectors, development sectors, civil service, banking etc to enhance their contribution in strengthening democratic values and practices through their involvement in discourses, discussions etc with young political leaders of different political parties, in such a way that the young leaders can lobby the problems and ideas of those stakeholders to their respective party leaders and decision making levels of state.

Achieving MDGs in 2015, PAD has been supporting to UNMC, Nepal by conducting programs engaging with Constituent Assembly members, policy makers and other stakeholders through advocacy, campaign and lobby.
Youth Issues Identified
1.2 Issues related to Cultural and Social Solidarity Committee
1.      Nepali language must be the lingual Franca (link language) between the central government and federal/local government.
There should be a system of availability of interpreter in the court, government, administration and other government agencies so that people can express in their own mother tongue.
 There should be common understanding among the national parties about the culture. Now days, some interpret culture as superstitious and very traditional belief. The state should have mechanism to maintain cultural harmony. For achieving it, No one shall have privilege to disgrace other’s culture and dishonor to other’s culture must be punishable by law.
  1. There should be provision of schooling in mother tongues in basic education level.
  2. There must be clear provision for protection and promotion of every culture in the constitution.
  3. Youth should have opportunity to make cultural research and policies should be made in concern of it so that the youth shall have more awareness and respect in local and national cultures.
  4. Social maladies like deuki, Chumoun, witchcraft etc should brought to end by effective law.
  5. The multi-linguistic and ethnic diversity must be linked with culture and  scientific research should be carried out on it
  6. Rehabilitation centre should be established for improving the youth involved in social offence and crime. Necessary legal provision should be mentioned in the constitution for its effective implementation.
  7. The awareness and empowerment programme from the state’s side are not adequate. Necessary provision ust be made in ths regard for women to empower them.
  8. Both the parties, presenting and receiving dowry, must be liable to be seriously punished by the state and dowry system must be abolished.
  9. There should be the provision of education and training to the sports persons and sports trainers from the state’s side.
  10. Sports should be compulsorily included in school curriculum.
  11. Education, finance, culture and state restructuring ministries must have linguists/language experts.
  12. There must be awareness programme for youths to protect national cultures.
  13. There must be political, economic, social awareness programmes to empower youth and to give them access to state mechanism.
  14. The sports sector must be free from political intervention and the “sports council” should be made an autonomous body
  15. The state should provide insurance and other securities to the sports persons.
  16. The people involved in sports must stay and work in the remote places to promote sports all over Nepal.
  17. Infrastructure related to sports should be protected, promoted and developed nationwide.
  18. Decentralized policy should be adopted for the promotion and development of sports.
  19. The sports should be made competitive as well as inclusive.
  20. Sports should be developed as an investment.
  21. There should be provision of law for the respect and protection of every culture.
 1.3 Issues related to National Interests Preservation Committee
  1. Necessary provision should be developed to promote sports as a means of national integrity, harmony and unity. To achieve it, sports should be made one of the bases of national unity.
  2. Age limitation to represent in any state organs should be defined and qualified youth should not be deprived from joining in any organs of the state.
  3. Despite their political differences all political parties need to build consensus on the development of infrastructure projects like roads, water, and electrification.
  4. Social security system of its people should be developed and implemented by the state.
  5. Brain drain needs to be stopped and certain programs be designed for qualified Nepali abroad to bring them back for the benefit of own country.
  6. National border should be immediately defined using scientific method such as GIS and LIS technology and border security should be the duty of both central and state governments.
  7. Legal education should be mandatory for youth as awareness in legal aspects only can bring effective implementation, fight for rights, safeguard of constitution and national interest.
  1.4 Issues related to Restructuring of State and Distribution of State Power Committee
  1. State should be restructured not only on the basis of geography but also on the basis of history, caste, regional and cultural diversity reflecting the multifaceted characteristics of the nation.
  2. Natural resource identification and management should be the fundamental basis of the federal state and the central government should design policies and monitor the state’s natural resources.
  3. State should establish powerful environment department and local environment information centers for effective implementation and monitoring of environmental issues.
  4. Central government should be responsible for the management and security of water resources.
  5. Economic issues should be given top priority in state restructuring rather than caste.
  6. All national level data should be digitized and a comprehensive national database be created.
  7. A multi linguistic university should be established to cater the needs of linguistic problems if various states.
  8. State should effectively monitor foreign employment sector with necessary changes on laws and policy and information dissemination centers be established at the local level.
  9. Women self- employment centers should be established at districts and local level.
  10. Services centers should be established on the basis of population, resources and distance.
  11. States, local government and administration should give equal rights to all languages spoken in the region.
  12. Management and development of natural resources diversity, minerals and water resources should be under central government.
1.5 Issues related to Protection of Rights of Minority and Marginalized Communities Committee
  1. Special laws should be formulated against child labor and child trafficking.
  2. State should design special investment schemes for children and implement it effectively.
  3. A high level language commission should be established and marginalized linguistics population be allowed to read and write in their own language.
  4. State should design a specific policy to allow prostitution in certain areas or devise and implement special laws to totally stop the practice.
  5. State should allocate “special funds” for motivation and development of marginalized, affected, dalit, madhesi and deprived youth.
  6. Proportional representation (marginalized, ethnic, madhesi, dalits, backward) among youth should be maintained.
 1.6 Issues related to Committee for determining the structure of Legislative bodies
  1. A small government should be formed.
  2. 50% women inclusion in legislative, executive and judiciary should be made. Diversity in women (dalit, ethnic minorities, madhesi and marginalized groups) should be addressed.
  3. Economic areas should be identified, private sector investment be protected, tax rate be lowered and tax areas be made wider.
  4. The maximum age limit for youth minister should be defined.
  5. All government sector should include departments for environment, separate environment ministry should be established and environmental issues be included in national plans and environmental laws and policies be effectively implemented.
  6. A separate environment research institution should be established to identify and study environmental issues (pollution, climate change and forest depletion) and environment information centers be established in local level to provide information on environment protection.
  7. State should include local environmentalists and other relevant stakeholders while formulating environmental laws and policies and committing to national and international treaties.
  8. Environment protection council under the prime minister should be made effective and proper and continuous monitoring of EIA in different projects be done.
 1.7 Issues related to Committee for determining the structure of Constitutional bodies
  1. State should guarantee inclusive and proportionate (at least 50%) representation of youth in every state organ. 
  2. Constitutional youth commission and youth ministry should be established.
  3. A separate constitutional commission should be established to look for environmental issues.
  4. National youth policy should be formulated for motivation and overall development of youth.
 1.8 Issues related to Judicial System Committee
  1. Local courts should be developed and established to settle local disputes promptly and establish faith in the judiciary.
  2. Adequate changes should be made in the current laws for maximum representation of youth in local bodies.
  3. Definition of youth should be made clear and age for youth be defined as 18-35 years in constitution and laws.
  4. Strong laws should be formulated and implemented effectively against child marriage, polygamy and unequal marriages
  5. Policies to mobilize youth in operation of closed and about to bankrupt factories, employment and other development programs should be made.
  6. All laws for women should be implemented practically.
  7. State should provide employment to women in priority bringing equity policy into effect.
  8. All forms of discrimination against women should be totally ended bringing necessary provision in the constitution and enforcing acts and laws.
  9. Minimum requirement for health services and facilities in private health centers should be made and effectively monitored.
  10. Youth should be effectively utilized to fight against the challenging population growth.
  11. Protest programme which could possibly harm the environment (burning tyres, cutting trees, etc) should be banned and effectively monitored.
  12. All environment policies and laws should be reviewed and appropriate changes be made.
  13. Revenue collected in the form of polluters pay should be utilized for environment protection.
1.9 Issues related to Committee on Determination of Forms of Governance of State
  1. Youth and citizens abroad should be given voting rights.
  2. Every political party should have at least 40% youth participation and any individual should not be in executive position for consecutive two tenures.
  3. Minimum age for any citizen to be elected for member of legislative body should be 21 years.
  4. Youth ministry and youth commission in central level, youth department in states and youth council in local level should be the organs of the state for governing youth related matters.
  5. Effective and severe laws and policies should be formulated against corruption.
  6. Youth awareness program should be launched against social taboos, caste based discrimination and other social maladies and establish rule of law.
  7. Women and men should be given equal economic rights legally and practically.
 1.10 Issues related to Committee on the distribution of Natural Resources, Financial Rights and Public Revenue
  1. A mechanism for distribution and utilization of natural resources like forests, rivers among the states should be clearly stated in the constitution.
  2. Separate “youth labor commission” in the central, youth labor department in the local government should be established to mobilize youth for environment protection, local resource protection, sports and employment.
  3. At least 10% of the national budget should be allocated for health sector and the funds allocation should be decentralized and transparent.
  4. Cooperatives should reach far and wide and be implemented effectively for rural development, entrepreneurship development and economic development of the country.
  5.  Each citizen irrespective of class, religion, caste, and ethnicity should have equal rights in the use of natural resources.
  6. Social welfare council should all national and international organization working in environment sector to include national environmentalists and technicians. State should develop environmental laws and policies with adequate and proper consultation with national agencies, universities and other stakeholders.
1. 11 Issues related to Related to other topics
  1. Environment graduates need to be included in government line agencies as environment inspector, environment conservation officers.
  2. Environment issues need to be associated with each and every economic areas and in community sustainable and environmentally friendly country Nepal.
  3. The provision of not having to undergo EIA for any hydropower projects below 50 MW needs to be reviewed.
  4. Environmental laws and policies need to be developed and implemented with adequate consultation with universities and other line agencies working for environment conservation.
  5. Health education need be mandatory for all.
  6. Health facilities needs to be within access and comfortable to the disabled.
  7. Health sector should be declared as “peace zone”.
  8. Health professionals need to be deployed in remote areas for a specific period of time.
  9. A strong mechanism should be formed for service delivery inspection in private health facilities and disparity between government health facilities and private health facilities needs to be ended.
  10. Proper care and treatment of Child health, maternal health, elderly health if the duty of state.
  11. Health research should be done to identify health problems and the health policies and laws be formulated on need basis.
  12. Reservation should be meant for training and education not for job and career.
  13. Modern agriculture promotion should be promoted.
  14. Mandatory health insurance should be done.
  15. Preventive health should be promoted than curative health. Comprehensive PHC be followed and health education be included in the national curriculum from Grade 1.
  16. State should develop mechanism to protect youth from drug abuse, HIV/AIDS.
  17. Qualified labor should be produced through proper training, education and security and other necessary labor policies and laws changes.
  18. State in partnership with employment agencies should develop mechanism for promotion of health education and security to employees especially youth.
  19. Health services should be made free for youth.
  20. Consumer rights should be promoted along with health.
  21. Proper competitive markets need to be developed.
  22. Agricultural revolution is the need of the hour; thus good quality seed production, motivating youth in modern agriculture, land distribution are some of the issues need to be taken care of immediately.
  1. A separate agriculture university needs to be established for modernization and properly reap the prospects in agriculture.
  2. Safe drinking water should be made available.
